• Educational Qualification: 10+2/10+2 1st Division/10+2 Vocational/Graduation/Graduation with 60% or equivalent from a recognized board/university.
• Stenography Skills: English Shorthand at 100 wpm and transcription at 20 wpm (max 4% mistakes) AND Hindi Shorthand at 80 wpm and transcription at 15 wpm (max 4% mistakes).

⚙️ Selection Process

Two-Stage Selection Process as per CET Policy 2024 (Appendix-D) and HSSC Rules 2025 (Appendix-E):

Stage I: Stenography Skill Test (Qualifying in Nature)
• Computer-based test as per syllabus in Appendix-C-I
• Hindi Typing: Kruti Dev 10 (Font 14)
• English Typing: Arial (Font 12)
• Line spacing: 1.5 point
• Shorthand speeds and transcription criteria as per post type (detailed in Appendix-C-I)
Evaluation: Full mistakes and half mistakes as per prescribed norms

Stage II: Written Examination (OMR Based - Offline)
• Total Questions: 100 Multiple Choice Questions (MCQs)
• Total Marks: 100
• Duration: 1 Hour 45 Minutes (105 Minutes)
Extra time for PwBD: 20 minutes per hour (total 35 minutes extra)
• Question Paper: Bilingual (Hindi & English)
Marking Scheme:
  • No negative marking for wrong answers
  • 1 mark deduction for each unattempted question if 5th bubble (E) is not filled
Minimum Qualifying Marks in Written Exam:
  • General Category: 50%
  • Reserved Categories (Vertical & Horizontal): 40% (10% concession)
Final Merit: Based on marks obtained in Written Examination (Stage-II). For tie cases, older candidate gets preference, then higher CET Phase-I marks.

1. General Awareness, Reasoning, Mathematics, Science, History including Haryana related history, current affairs, literature, Geography, Civics, Environment, Culture etc. - Weightage: 20%

2. Computer terminology, Fundamentals, word software, excel software, Power point, internet, web browsing, Communication, emails, downloading and uploading data on websites etc. - Weightage: 10%

3. Subject related syllabus (Stenography Theory - English & Hindi): - Weightage: 70%

English Stenography Topics:
  • Various joining Consonants, vowels and its application
  • Pair of straight consonant, heavy and light consonants
  • Curve strokes & horizontal strokes, two or three consonant
  • Position of long, short, dot, dash, preceding, following & intervening vowels
  • Logograms, grammalogues, contraction
  • Distinguish between tick and dot 'the'
  • Dipthong and Triphone, the strokes R & H, thick R & L, abbreviated W
  • Various types of H & upward SH, small circle for S & Z, Large circle for SW/large loop & small loop (ST/SD/STR)
  • Double Consonant, Curved hook and compound consonant
  • Halving Principles, Doubling Principles
  • Prefixes, suffixes, monetary units
Hindi Stenography Topics (Pitman/Raja Shorthand):
  • व्यंजनों का वर्गक्रमानुसार प्रयोग एवं व्यंजन रेखाओं को मिलाने का प्रयोग
  • दीर्घ एवं लघु स्वरों का प्रयोग, बिंदु एवं डैश स्वरों का प्रयोग

Certificate issuance deadlines (Mandatory for reservation benefits):
BCA/BCB (Non-Creamy Layer) Certificate must be issued on or after 01.04.2025 and on or before closing date (15.02.2026)
EWS (Economically Weaker Section) Certificate must be issued on or after 01.04.2025 and on or before closing date
DSC/OSC (Deprived/Other Scheduled Castes) Certificate must be issued after 13.11.2024 and on or before closing date
ESM Family Member Eligibility Certificate Certificate must be issued/renewed on or after 03.02.2025 and on or before closing date

Step 1: Eligibility Check Must have qualified CET Phase-I (Group-C) and possess valid CET Score. CET marks validity: 3 years from result declaration.

Step 3: Enter CET Details Enter your CET Registration Number and other required details. System will fetch your CET data.
Step 4: Fill Application Form Fill personal details, educational qualifications, post preferences carefully. Post preferences cannot be changed after submission.
Step 5: Upload Documents Upload scanned copies of all required documents as per category. Ensure clarity and correct file format.
Step 6: Review & Submit Preview all entered details, verify uploaded documents, and click on Final Submit. Note down the application number and take printout.

The Commission had withdrawn vacancies advertised vide Advt. No. 10/2024 for various groups vide withdrawal notice dated 02.07.2025. Candidates who had earlier applied against the said withdrawn posts are eligible to apply, but they have to apply afresh for these posts on the basis of their CET registration number.
